(under subclass 264) Apparatus wherein the device includes a hand held and powered lever which is reciprocated about a pivot point and is provided with plural cable engaging means movably attached thereto and shifting therewith during pivoting, and further wherein each means alternately contacts the cable and sequentially (a) engages the cable while the other means releases it, (b) pulls on the cable as it is shifted in one direction by the lever, and (c) releases the cable when the other means engages and begins to pull on the cable.

(1) Note. The engaging means is not directly placed into or removed from the operator during the above sequence.
