(under subclass 321) Apparatus wherein the means consist of a rotating, wheel structure which either (a) forms a portion of one of the drums, or (b) is mechanically connected to and has its rotation correlated with and dependent upon at least one of the drums, and an element shiftable into and out of contact with the wheel structure, the resistance caused by the surface friction created during the contact of the wheel structure and the element is relied upon to slow down or stop the rotation of at least one of the drums.
