Having rotatable, cable guiding, pulley wheel element spaced from drums:

(under subclass 278) Apparatus including at least one cable-guiding element (e.g., pulley, roller, sprocket) having a generally circular perimeter and rotating about an axis through its center in response to the movement of the cable over its perimeter, the element positioned along the path of travel of the cable and spaced a distance from both of the drums.

(1) Note. The distance between the perimeters of the element and the drums is large enough to allow the cable to pass unimpeded.
