(under subclass 102.18) Subject matter wherein the mechanism has (a) a rotatable drum which is caused to turn about its axis of rotation by a source of power, (b) the flaccid, elongated element being wound around the drum and (c) the drum applying a tensioning force to the flaccid, elongated element.
